The Platform Before the Platform

Every digital platform rests on non-digital coordination infrastructure that it did not build. Understanding that foundation is essential to understanding platform power.

The Infrastructure Stack Below the Platform

The digital platforms that dominate the current economy — the search engines, the social networks, the e-commerce marketplaces, the cloud infrastructure providers — are built on a stack of coordination infrastructure that they did not create and do not control. The internet protocols that allow devices to communicate with each other; the DNS system that translates domain names into network addresses; the encryption standards that make secure digital communication possible; the financial infrastructure that enables digital payments; and the legal system that enforces the contracts that platform transactions depend on — each of these is a layer of coordination infrastructure that the platform rests on and that its business model requires to function.

This infrastructure stack is not neutral with respect to the distribution of power in the digital economy. The standards that define how devices communicate, how data is formatted, and how services interoperate were established through governance processes — some public, some private, some genuinely contested — that shaped the technical architecture in ways that favour specific interests over others. The governance of the internet's foundational infrastructure is itself a coordination problem, and the institutions that have emerged to manage it reflect the power dynamics of the era in which they were established.

The Platform's Dependency

The platform that appears to dominate the digital economy is, at a different level of analysis, dependent on the infrastructure stack that its dominance rests on. This dependency is consequential: the governance of the stack shapes the conditions under which platforms can operate, the technical constraints they face in product design, and the regulatory environment that applies to them. The platform that ignores this dependency misunderstands its own position — and the actors who govern the stack below it hold leverage over it that the platform's market dominance does not eliminate.

The platform before the platform is the infrastructure that the platform requires but did not build. Understanding what rests below the platform's business model is understanding the limits of its power and the leverage points at which its position can be changed.
