**The Evidence Architecture**
The packet arrived before we had finished unpacking. Twelve pages. A cover sheet explaining the other eleven pages. Proof of address — two forms, different sources, same address, because one is not enough to confirm you live where you live. Immunization records in a specific format, not just any format. Emergency contacts, plural, with relationships specified. An income declaration. A language survey. A media release form buried on page nine, formatted to look like the others, easy to sign without reading.
The order is the argument. Address documentation comes first. Not the child's name. Not the child's age. The household's ability to prove it belongs to the district. The institution's first question is jurisdictional, not educational.

**The Mechanism**
The form architecture assumes a household with a fixed address, a printer, a filing system, and time available during business hours. It assumes two emergency contacts who are reachable and speak the primary language of the form. It assumes the parent completing the paperwork has the bandwidth to notice what is optional and what is not, because the form does not always distinguish between them.
None of these assumptions are stated. They are embedded in the design.
When a requirement cannot be met — no second proof of address, no immunization record in the right format, no one available to call between nine and three — the process does not flex. It queues. The child waits. The institution continues operating on its original timeline, because the timeline was never built around the child. It was built around the institution's processing capacity.
This is not malice. It is architecture. The forms were designed by people for whom the forms were easy. That is precisely how invisible friction gets built into systems that are meant to be neutral.

**Who Bears the Cost**
The family absorbs the delay. The child absorbs the gap. The institution records an incomplete file and moves to the next case.
There is no mechanism inside the enrollment process for the institution to feel the cost of its own friction. The family cannot mark the form "incomplete — unclear instructions." The family cannot submit a cover sheet explaining why the second proof of address does not exist. The feedback only flows one direction: the family must satisfy the institution. The institution does not have to satisfy the family.
The people who gain from this structure are not villains. They are administrators managing volume, protecting the district from liability, following state documentation requirements that were themselves written by people managing different volumes and different liabilities. The incentive structure produces friction without producing anyone responsible for the friction. That is the durable feature of institutional cost transfer. It survives personnel changes because it lives in the process, not in the people.

**The Doctrine Point**
When an institution cannot feel the cost of its own friction, it will produce friction indefinitely.
The enrollment process is a clean example of what I keep calling the household state — the transfer of institutional labor onto the household, made invisible by framing compliance as participation. You are not being processed. You are enrolling your child. The vocabulary of agency is preserved while the structure of agency is removed.
The transferable principle: wherever a process requires households to absorb costs that the institution generates, look for the feedback absence. Look for the place where the institution's experience of failure is zero even when the household's experience of failure is total. That gap is where doctrine lives. That gap is where nothing changes.
